Trinidad and Tobago Declares State of Emergency Amid Surging Murders

Trinidad and Tobago has declared a state of emergency (SoE) as escalating gang violence pushes the twin-island nation into a public safety crisis. The decision, announced by President Christine Carla Kangaloo on the advice of Prime Minister Keith Rowley, comes as the country grapples with an unprecedented murder toll surpassing 620 this year in a population of just 1.5 million.

Root Causes of Violence

The surge in homicides is largely attributed to organized crime, with many incidents linked to the international drug trade. The US State Department has identified Trinidad and Tobago’s proximity to Venezuela, porous borders, and transportation routes to Europe and North America as factors making it a prime location for narcotics transshipment.

The most recent incident saw five men shot dead in Laventille, a neighborhood plagued by poverty and gang violence. Police suspect the killings were retaliation for the murder of a prominent gang member the previous day.

Measures Under the State of Emergency

The state of emergency grants law enforcement enhanced powers, including the authority to arrest individuals suspected of criminal involvement and conduct searches of public and private premises. The government has clarified that no curfew will be imposed, but the focus remains on tackling illegal firearms and organized crime networks.

In a statement, the prime minister’s office emphasized the need to “address individuals who pose a threat to public safety, particularly those involved in criminal activities and the illegal use of firearms.”

Impact on Carnival and Elections

The declaration raises questions about its impact on Trinidad’s world-famous Carnival, scheduled for March. Carnival, a major tourist attraction, brings tens of thousands of visitors and significant revenue. However, the heightened security measures could affect the festivities.

The move also occurs as the nation prepares for general elections, due by August 2025. The ruling People’s National Movement (PNM), led by Rowley, faces growing opposition from the United National Congress (UNC), headed by former Prime Minister Kamla Persad-Bissessar.

The state of emergency underscores the government’s urgency to address the escalating violence. However, its effectiveness will depend on the swift and strategic use of law enforcement resources, as well as measures to prevent long-term criminal resurgence.
