For over 70 years, an armistice—not a peace treaty—has maintained a fragile truce between North Korea and South Korea. However, the cold war status quo is cracking as Kim Jong-un’s nuclear ambitions and strengthened alliances with Russia and China increase regional instability.

Kim’s regime, long isolated and impoverished, has turned its fortunes by leveraging new partnerships. North Korea’s military support for Russia’s war in Ukraine, including artillery supplies and troop deployment, has brought in much-needed resources such as cash, oil, and advanced weaponry. Meanwhile, China, though wary of Kim’s unpredictability, has increased aid to maintain its influence over Pyongyang.

Kim’s Expanding Arsenal and Bold Moves

Kim Jong-un has developed an extensive arsenal of nuclear weapons and intercontinental ballistic missiles (ICBMs). Last week, North Korea tested an ICBM capable of reaching any U.S. city, escalating fears of a direct confrontation. Kim declared South Korea a “hostile state,” dashing hopes for peaceful reunification.

Analysts warn that North Korea, under Kim’s leadership, is uniquely prone to deploying nuclear weapons. “Because North Korea is outclassed in conventional military terms, it is far more likely than other nuclear states to actually use its weapons,” write experts Robert E. Kelly and Min-hyung Kim.

South Korea’s Growing Dilemma

South Korea is grappling with political turmoil. President Yoon Suk Yeol’s recent declaration of martial law, followed by his impeachment, has deepened domestic unrest. At the same time, doubts are growing over the reliability of the U.S. nuclear umbrella, especially under a potential second term of Donald Trump, who has expressed reluctance to engage in foreign conflicts.

Polls indicate growing public support in South Korea for developing its own nuclear deterrent. However, such a move would provoke North Korea and risk triggering a regional arms race involving Japan and others.

Global Implications

The rise of nuclear ambitions in South Korea would undermine international efforts at non-proliferation. Yet, the lack of dependable allies and North Korea’s increasing belligerence may leave South Korea with little choice.

The solution may lie in renewed multilateral arms control agreements, but time is running out. Without global intervention, the Korean Peninsula could become a flashpoint for nuclear escalation, with disastrous consequences for international security.
